Spain's Recovery Plan is mobilizing €15 billion, largely funded through the EU's Recovery and Resilience Facility, to bring fiber optic and 5G to rural and remote areas. An addendum agreed with the European Commission has extended the execution deadlines for several of these programs to June 2026.
Where coverage stands today
Fiber optic already reaches 95% of Spanish households, with 86% coverage in rural areas — well above the roughly 59% average for rural Europe. What's left is precisely that last stretch: small towns and industrial estates where rollout still isn't profitable for operators without public support.
The ÚNICO program and the connectivity voucher
The public ÚNICO program, funded by Next Generation funds, includes the ÚNICO Demanda Rural scheme, which guarantees 100 Mbps download speeds for €35 a month in remote areas that previously had no fast broadband option. The government has also published specific grants to roll out 5G in areas that don't even have 4G coverage and where no operator had plans to deploy it within the next three years.
What this means for a business outside the big cities
- A stable connection is no longer a privilege reserved for big cities, which removes a long-standing barrier to digitizing a local business.
- Good connectivity is the foundation, but it doesn't replace having a website and a digital presence that make the most of it.
- The industrial estates included in the plan are a good indicator of where business infrastructure is going to improve first.

Having fast fiber doesn't generate customers on its own.
