As of August 17, 2026, Google Ads has updated how budget-limited campaigns behave when they use goal-based bidding strategies such as target CPA, target ROAS or target CPC. The change aims for more consistent performance against the advertiser's stated goal, rather than prioritizing spending the full available budget.
The context: advertising has become predictive
This adjustment isn't an isolated case — it's part of a broader structural shift in 2026: ad targeting has become predictive and automated. Ad platforms have gone from acting as simple inventory marketplaces to behaving like behavior-prediction engines, increasingly deciding on their own who to show each ad to and how much to bid for it.
The new Terms of Service, another step in the same direction
On July 1, 2026, new Google Ads Terms of Service came into effect that contractually authorize Google to use its own AI systems to format, select or even generate goals, ads and destinations on the advertiser's behalf. Combined with the August bidding change, the direction is clear: less direct manual control, more automation running underneath.
